Compulsory CO2 targets for car manufacturers will reduce fuel bills for buyers, according to transport secretary Ruth Kelly.
Mrs Kelly has launched a consultation on European Commission proposals to put a limit on the amount of CO2 new cars can produce.
Car loan customers will be able to take advantage of the proposed limits, which will force car manufacturers to improve fuel efficiency resulting in lower fuel costs.
Mrs Kelly said: "Harmful road transport emissions continue to rise and it is important we act now to reduce them."
"That is why we support this move to introduce mandatory CO2 targets for new cars," she added.
Voluntary CO2 emissions agreements were set at an average of 140g/km by 2008 representing a 25 per cent reduction in emissions since 1995.
The new proposals will set the target at 130g/km by 2012.
