The BBC Trust has reprimanded Top Gear after it showed footage of Jeremy Clarkson and James May drink driving.
A viewer complained that the "blatant use of alcohol while driving" was grossly irresponsible.
In Top Gear's Polar Special, Clarkson and May were shown enjoying a gin and tonic in a Toyota pickup truck as they headed for the magnetic North Pole.
They were aiming to beat Richard Hammond in a race to the pole, who was being pulled by a team of huskies.
Claiming that the stars were not drunk or out of control, Top Gear's executive producer said the show was filmed in international waters and drink driving laws did not apply.
But the BBC Trust upheld the complaint, saying there was no clear editorial purpose for the two to be drinking behind the wheel of a car.
Carole Whittingham, the founder of the Campaign Against Drink Driving, told the Telegraph: "Nowadays [Top Gear] seems to glamorise inappropriate behaviour such as exceeding the speed limit and drinking at the wheel."
